My anxiety stops me from spending money - normal?

Ok so i have a anxiety problem, and one of my main triggors for anxiety outburst is money, now being a student i don't have much money, and i have been brought up with the idea of never spending a lot of money always have money to fall back on cos of an emergancy, however i think this is having a bad effect on me not wanting to spend any money.
Now i'm not saying i'm living out of a cardboard box, i spend money for food, water etc. let me explain one of the situations that made me feel like this:
6 weeks left of the uni term, i look at my bank account to see that i have £380 left till my next student loan installment came in, now i know thats more than enough money (as i still had about £200 in my account when my next loan came in) however at the time, this sent my heart racing, causing me to panic and make rash decisions like deciding not to have a social life for a month to save on cash, start panicking that i won't be able to afford to buy food AND pay my phone contract AND do my salsa dancing lessons (all of which doesn't actually add up to much)
Is this kind of thing normal? or should i seek help
